Georgia Senate Proposes Legalizing Casinos and Sportsbooks to Boost State Revenue
In the midst of ongoing legislative sessions across the United States, many states are looking to expand their gaming markets. While most states are focusing on enhancing existing verticals, Georgia is taking a different approach by considering the legalization of casinos and sportsbooks.
The Push for Legalized Gambling in Georgia
A group of four local senators, including Billy Hickman, Brandon Beach, Carden Summers, and Lee Anderson, have introduced Senate Resolution 131 (SR 131) with the aim of legalizing casino gaming and sports betting through a statewide referendum. If approved by voters, this measure could lead to significant constitutional amendments that would pave the way for legal gambling in Georgia.
If SR 131 is successful, the Georgia General Assembly would gain the authority to regulate and oversee the operations of casinos and sportsbooks in the state, bringing Georgia in line with other states where such activities are already permitted.
The Creation of Georgia Gaming Commission and Tax Revenue Plan
Should the resolution pass, the establishment of a Georgia Gaming Commission (GGC) would be imminent, tasked with overseeing the regulation of gaming activities in the state. Additionally, SR 131 proposes the issuance of at least eight casino licenses to eligible operators.
One of the key components of SR 131 is the introduction of a 20% Gross Gaming Revenue (GGR) tax for casino operators. This tax revenue would be used to fund state initiatives through the Georgia Gaming Proceeds Fund. The first $2 billion generated would be distributed evenly among all counties in Georgia, with an allocation of $500 million for local governments until the total distribution reaches $5 million. Further appropriations would be subject to approval, ensuring that a portion of the revenue is allocated towards responsible gambling and gambling harm treatment programs.
Support and Opposition for Legalized Gambling
