IRGC Rejects Request to Halt Cedar Crossing Casino License
The Iowa Racing and Gaming Commission (IRGC) recently made a decision to continue issuing a gambling license for the proposed $275 million Cedar Crossing Casino in Cedar Rapids. Despite facing legal challenges from Riverside Casino & Golf Resort, the commission unanimously agreed to move forward with the project.
Riverside Casino Challenges IRGC Decision
Riverside Casino, along with the Washington County Riverboat Foundation, filed a lawsuit against the IRGC, questioning the legality of awarding a gambling license in Linn County. They argue that the wording of the 2021 Linn County gambling referendum was ambiguous and did not clearly permit the establishment of a new casino.
Although Riverside Casino requested a temporary halt to the license approval, the IRGC stood firm in its decision, asserting that the matter should be resolved in court rather than by regulators. Alan Ostergren, the only lawyer on the commission, emphasized that opponents of the license could pursue legal action to challenge the decision.
Concerns Over Economic Impact
Riverside Casino expressed concerns about the potential financial repercussions of a new casino in Cedar Rapids. Market studies suggest that the proposed establishment could divert up to $34 million annually from Riverside by 2029, leading to job losses and negatively impacting the Washington County economy.
Karlyn Ollendick from Elite Casino Resorts, the operator of Riverside Casino, warned that significant revenue losses could force the company to lay off around 200 employees if the Cedar Rapids casino proceeds as planned.
IRGC Prioritizes Economic Benefits
Despite acknowledging market competition and revenue redistribution concerns, the IRGC justified its decision by highlighting the economic advantages that the Cedar Crossing Casino would bring to Linn County, such as job creation and increased tax revenue.
While Riverside Casino seeks a prompt resolution in court, developers of the Cedar Crossing Casino project, led by Peninsula Pacific Entertainment, remain optimistic that legal challenges will not delay the scheduled opening date of December 31, 2026.
Legal Battle Moves to Courts
With the IRGC’s refusal to intervene, the dispute now heads to the courts. Riverside Casino has already initiated legal proceedings in Washington County District Court to overturn the IRGC’s approval of the Cedar Rapids casino, alleging abuse of power and violation of state laws.
