Legislation reintroduced to eliminate subminimum wage and exempt tips from taxes
A Democrat from Nevada and a recognizable lawmaker have reintroduced legislation aiming to eliminate a subminimum wage and exempt tips from taxes. Reps. Steven Horsford (NV-04) and Donald Norcross (NJ-01) reintroduced the proposal, known as the Tipped Income Protection and Support (TIPS) Act, which has garnered bipartisan support.
TIPS Act to Eliminate “Inhumane” Subminimum Wage
The TIPS Act was reintroduced on Thursday by Congressmen Horsford and Norcross, along with support from Congresswoman Dina Titus, Rep. Delia Ramirez, and Congressman Emanuel Cleaver. Horsford emphasized the importance of recognizing tips as a gift rather than a guarantee, calling for relevant changes in the tax code to address this distinction.
Horsford criticized the current subminimum wage of $2.13 per hour as inhumane, highlighting the reliance on tips to make up for the low hourly rate. He expressed confidence that the TIPS Act would ensure dignified wages for workers across the US, with Nevada leading by example in proposing the elimination of the subminimum wage.

A Pivotal Step in the Right Direction
Under the reintroduced legislation, tips would be exempt from taxation, providing relief for tipped workers who rely on this income. The TIPS Act also seeks to abolish the subminimum hourly rate of $2.13, addressing issues of fairness and ensuring better pay for workers.
In addition, the legislation aims to prevent abuse with tips, prohibiting wealthy individuals from avoiding taxes by labeling large sums as tips. Norcross emphasized the financial struggles faced by workers across the country and stressed the importance of eliminating the subminimum wage and taxes on tips to increase income for workers.
